Olivier Quinn

Accomplished Litigator, Respected Advisor and Public Policy Advocate

As Senior Counselor at Taft and Partners, Oliver Quinn advises clients on compliance and ethics, dispute resolution, leadership development, and diversity and inclusion (“D&I”).

Oliver served as Corporate Vice President and Chief Business Ethics Officer at Prudential Financial, where he promoted an ethical business environment by creating communications-based solutions in such areas as conflict of interest, sales practices, employment disputes, ethics, and financial reporting.

Prior to joining Prudential, Oliver held several leading legal, policy, and administrative positions, including Deputy Solicitor, United States Department of Labor; Deputy Commissioner, New Jersey Department of Labor; Administrative Law Judge, State of New Jersey; Assistant Counsel, Judiciary Committee of the United States House of Representatives; and Assistant Dean, Rutgers School of Law. As Deputy Commissioner, New Jersey Department of Labor, he advised the Governor and the Commissioner of Labor on matters related to equal employment opportunity and workforce development. Oliver adjudicated D&I-related cases as an Administrative Law Judge, State of New Jersey, and also served as Assistant Counsel to the criminal justice subcommittee of the Judiciary Committee of the United States House of Representatives. In that position he led congressional hearings on the effectiveness of federal criminal civil rights statutes, and provided legal counsel to members of Congress regarding the extension of the Voting Rights Act and funding for the Legal Services Corporation.

In addition, Oliver has served on numerous state and national boards for organizations working on D&I issues, including: Rutgers University-Newark Advisory Board; the New Jersey Institute for Social Justice; the University of Medicine & Dentistry of New Jersey; the New Jersey Public Policy Research Institute; Newark Public Radio, Inc. (WBGO Jazz 88.3FM); the Scheinman Institute on Conflict Resolution at Cornell University; and the Heldrich Center for Workforce Development at Rutgers University.

Oliver received his Bachelor of Arts degree in Political Science from Syracuse University, and his Juris Doctor degree from Rutgers University-Newark Law School. In 2010 he was honored as the law school’s Alumnus of The Year. He is a member of the New Jersey and Pennsylvania bars.
